Yes, two (2) Robots from the same Alliance may both earn Suspend points if they are both properly Suspended from each of the Neutral Riggings and all other rules are followed.
See GS06 in GM2 and the CRI manual. For example, one Robot may not be supported by BOTH sections of Neutral Rigging.
